Data Management Quality Management Framework (DM-QMF)

The Marine Institute is committed to providing high-quality, trusted, and FAIR (Findable, Accessible, Interoperable, and Reusable) marine data. As Ireland's National Oceanographic Data Centre (NODC), we manage complex marine datasets that support scientific research, evidence-based policy, marine spatial planning, environmental reporting, and sustainable ocean management.

In 2019, the Marine Institute became one of the first organisations internationally to receive accreditation of its Data Management Quality Management Framework (DM-QMF) from the Intergovernmental Oceanographic Commission of UNESCO's International Oceanographic Data and Information Exchange Programme (IOC-IODE). The framework was successfully re-accredited in 2023.

Aligned with the principles of ISO 9001 quality management, the DM-QMF provides a structured approach to managing data throughout its lifecycle—from collection, storage, and quality control through to analysis, publication, long-term stewardship, and legislative reporting. It helps ensure that marine data remain reliable, traceable, and fit for purpose.

The continued development of the DM-QMF forms an important part of the Marine Institute's strategic vision, supporting the digital transformation of scientific workflows and the adoption of advanced data management and analytical technologies.

Why is DM-QMF accreditation important?

DM-QMF accreditation provides independent international recognition that the Marine Institute manages marine data according to established best practice.

Key benefits include:

  • Trusted data and services – ensuring consistent, high-quality data products and services for researchers, policymakers, industry, and the public.
  • Improved efficiency and effectiveness – supporting streamlined processes, better use of resources, and enhanced service delivery.
  • Risk reduction and compliance – strengthening governance, documentation, and compliance with evolving regulatory requirements, including data protection and emerging digital legislation.
  • Continuous improvement – embedding regular review processes that identify opportunities to enhance systems, workflows, and services.
  • Knowledge sharing and staff development – providing documented procedures and training resources that support staff capability and organisational resilience.
  • Future-ready data management – enabling the adoption of modern technologies, advanced analytics, and data visualisation tools that increase the value and usability of marine data.
